The Higher Education Authority is the statutory agency responsible for the allocation of exchequer funding to the universities, institutes of technology (IoTs) and other higher education institutions (HEIs).

The HEA Governance Oversight Framework sets out the mechanisms in place for the HEA to effect robust oversight of the higher education institutions.  This framework requests assurance from institutions of their compliance with legislative and other requirements and that systems and procedures in place ensure timely, responsive actions are taken to address issues identified.  

The system performance framework sets out the goals and priorities of government, and the HEA manages institutional performance through strategic dialogue and performance funding.
