Horizon Europe is the EU’s key funding programme for research and innovation.

Horizon Europe programme is split into two phases, 2021 – 2024, and 2025 – 2027.

Phase 1’s (2021 – 2024) strategic plan had 4 orientations:

  • Promoting an open strategic autonomy by leading the development of key digital, enabling and emerging technologies, sectors and value chains
  • Restoring Europe’s ecosystems and biodiversity, and managing sustainably natural resources
  • Making Europe the first digitally enabled circular, climate-neutral and sustainable economy
  • Creating a more resilient, inclusive and democratic European society

Building upon the work of Phase 1, Phase 2’s (2025 – 2027) strategic plan was developed after an extensive analysis. The strategic plan sets out 3 pillars for research and innovation investment including:

  • Green transition
  • Digital transition
  • A more resilient, competitive, inclusive and democratic Europe

Underpinning these 3 orientations are overarching principles including; open strategic autonomy, and securing Europe’s leading role in developing and deploying critical technologies
