Development of the Limerick Framework for Action

During the development of the Limerick Framework for Action, the international working group working on the Framework designed, developed, and shared a series of infographics and videos to inform the health promotion community of the ongoing process of the document development. The infographics were shared on International Health Promoting Campuses (IHPC) social media pages and among delegates attending the 2025 IHPC Conference.  

 

Infographic 1 (Key document influencing global health promotion) 

As part of the 2025 International Health Promoting Campuses Conference, a global team of researchers explored what’s next in the future of health promotion in higher education settings!
Over the years, key health promotion documents have marked significant steps in supporting and guiding global efforts to improve population health and well-being. Tremendous effort has gone into ‘building the movement’ for health promotion in higher education settings. As our world continues to evolve and change, so do the challenges and opportunities in health promotion and higher education settings.
Note: In this infographic, some key charters and declarations are highlighted, but these represent only a portion of the broader health promotion efforts globally. 

Infographic 2 (Consultation timeline) 

This timeline outlines the key phases in the development of the Limerick Framework for Action. The process began with establishing an international working group, creating a design protocol, and obtaining ethical approval. This was followed by data collection through an international consultation survey, interviews, and focus groups with health promotion experts and students. The insights gathered directly informed the draft of the Limerick Framework for Action, which was circulated broadly for consultation prior to the 2025 International Health Promoting Campuses (IHPC) conference. Further consultation was sought during the 2025 International Health Promoting Campuses conference from conference attendees. After the conference, the text of the Limerick Framework for Action was finalised and officially launched at the end of 2025. 

Infographic 3 (Survey details) 

The international consultation survey was conducted online between November 2024 and March 2025 and was available in English and Spanish. The aim of the survey was to establish whether the Okanagan Charter should be revised, renewed, or remain the same. It targeted a diverse range of stakeholders, including students, faculty, researchers, senior leadership, health and wellbeing professionals, administrators, and representatives from community and governmental organisations. 

 

Infographic 4 (Survey dissemination) 

To ensure broad dissemination, the international consultation survey was shared through multiple channels, including the IHPC 2025 conference website, registered attendees, scientific committees, early career hub members, and participants at the 2015 International Health Promoting Campuses (IHPC) Conference. Additionally, key networks such as Okanagan Charter developers, charter committees, public health institutes, and various regional IHPC networks supported outreach efforts. 

 

Infographic 5 (Survey Results) 

The international consultation survey engaged nearly 500 participants from 45 countries, generating over 2,000 suggestions. A thematic analysis was conducted, leading to the identification of four core themes: (i) language, syntax, and comprehension, (ii) contemporary contexts and concepts, (iii) governance, and (iv) implementation and evaluation. These insights guided the next research phase, including interviews with focus groups and subsequently drafting the Limerick Framework for Action  

 

Infographic 6 (Focus groups and interviews) 

This infographic outlines the process of conducting interviews and focus groups. These were conducted between March and April 2025 and involved consulting with 38 individuals. Individuals included leads from UNESCO, WHO, and the IUHPE, as well as student leaders, health promotion experts, and previous charter developers. Interviews were conducted in Spanish and English. The goal was to gain a deeper understanding of the outcomes of the survey. Findings directly informed the drafting of the Limerick Framework for Action. 

Video 1 (The journey to Limerick)

Health promotion in higher education is evolving rapidly, and the work to develop the Limerick Framework for Action represents a pivotal step in how higher education institutions can champion healthier, more sustainable communities. This video offers an in-depth look at the extensive international consultation process that has shaped the initial drafts of the Limerick Framework for Action. Thanks to the valuable contributions from stakeholders worldwide, the Limerick Framework for Action includes a broad range of perspectives and priorities. 

Video 2: IHPC conference writing room overview

This short video highlights the key opportunities for attendees to contribute to the drafting of the Limerick Framework for Action during the 2025 International Health Promoting Campuses conference at the University of Limerick, Ireland, and how we worked collectively to shape the document. An opportunity to contribute virtually was also provided to those who were not attending the conference in person.
