HEA Capacity Building 2022: New and Expanded Courses



The Higher Education Authority (HEA) has established a process to identify opportunities in the higher education system to build capacity in Dentistry, Pharmacy, Medicine, Nursing, and Veterinary. This process is designed to respond swiftly to national skills needs by identifying options for programme creation or expansion in academic years 2024-25 or 2025-26.

An Expression of Interest (EOIs) process launched in October 2022 and generated 39 responses from 15 institutions. The HEA reviewed EOIs relating to new programme provision and issued invitations to the second phase of the application process. Phase two requires institutions to detail their knowledge and understanding of the relevant discipline and to demonstrate capability and capacity for successful initiation within the timeframe specified.

EOIs relating to increasing programme provision continue to be considered and are currently being reviewed by the HEA and Department of Further and Higher Education Research Innovation and Science as part of the annual budget process. Second-stage proposals will not be required from institutions seeking to expand current programmes and no further action is required by institutions at this point in time.
