Mr James Lawless, T.D., Minister for Further and Higher Education, Research, Innovation and Science announced the INSPIRE programme in November 2025. INSPIRE is a €750 million investment package that will address research infrastructure needs across the higher education sector while ensuring alignment with national research and innovation priorities.

The programme is administered by the Higher Education Authority and Research Ireland and overseen by the Department of Further and Higher Education, Research, Innovation and Science.
